Photons, i.e. the basic energy quanta of monochromatic waves, are highly non-localised and occupy all available space in one dimension. This non-local property can complicate modelling quantised electromagnetic field presence optical elements that local objects. Therefore, this paper, we take an alternative approach quantise position space. Taking into account negative- {\em and} positive-frequency solutions Maxwell's equations, construct annihilation operators for highly-localised excitations with bosonic commutator relations. These provide natural building blocks wave packets light enable us to locally-acting interaction Hamiltonians two-sided semi-transparent mirrors.
